weex does not support SSL anymore, is not build againt libssl as in artful

Bug Description

1. $ lsb_release -rd
Description: Ubuntu 18.04 LTS
Release: 18.04

2. $ apt-cache policy weex
weex:
  Installiert: 2.8.3ubuntu2
  Installationskandidat: 2.8.3ubuntu2
  Versionstabelle:
 *** 2.8.3ubuntu2 500
        500 http://de.archive.ubuntu.com/ubuntu bionic/universe amd64 Packages
        100 /var/lib/dpkg/status

3. In Artful weex (2.8.3ubuntu1) is compiled against libssl 1.0.0 (https://packages.ubuntu.com/artful/weex) and can so talk ftps (and not only ftp).

4. After upgrading to Bionic weex (2.8.3ubuntu2) is not compiled against libssl (https://packages.ubuntu.com/bionic/weex). So, I cannot use the secure ftps and have to use unsecure ftp. Weex shows the error:
   $ weex 1
   /home/USER/.weexrc(10): UseSSL = true
   unkown parameter

The changelog http://changelogs.ubuntu.com/changelogs/pool/universe/w/weex/weex_2.8.3ubuntu2/changelog says that is should be build against openssl 1.1 but it is not.

I confirm this bug.

As a workaround, I installed the old version from artful https://packages.ubuntu.com/artful/amd64/weex/download.
