UA overrides not being loaded in Zesty VM running unity8

Bug Description

running zesty release in virtualbox vm. When visting gmail.com, and others in override file it appears we are getting basic versions of the site and our overrides are not being presented.

Here is browser log when launching:

Seems to work as expected on zesty natively, but not in vm

Just tested webbrowser-app natively on zesty in unity8, and overrides are being loaded correctly.
Having issues with virtualbox atm, but will try to confirm that the issue happens only in VMs.

I can confirm that UA overrides are not being loaded in a virtualbox VM running zesty+unity8. However they are loaded in the same VM in unity7.
