you'll get a javascript alert "Failed to load the videa stream. Please try reloading the page".

is it just that video or all videos?
I see that is not the mobile url which will be used by default by youtube, did you do anything special to access it or was it actually redirected?
fwiw that video is not available in US

it affects all live streaming on youtube, i've reported this bug from my desktop but you can click on the link from the phone and see if it works for you.

how to test it on the phone... open youtube in the browser, seach for live streams and try to watch them https://www.youtube.com/channel/UC4R8DWoMoI7CAwX8_LjQHig
