This is an expected regression. The selection rectangle is not coming back in its current form. Instead, a proper touch selection mechanism is being implemented in oxide (see bug #1376268) which the browser will leverage.

Note that the selection rectangle was broken beyond repair, the functionality actually worked in very few corner cases, which is why the decision was made to drop it (as it was blocking the implementation of new context menus).

Closing, it is intentional and not a regression:

"This is expected: this silo removes the text selection mechanism that was broken beyond repair.
This is not really a regression as the functionality worked poorly and was unreliable. This will be re-implemented shortly and properly in oxide (https://launchpad.net/bugs/1376268)."
