Bug Description
I have an external screen that's attached to my laptop. The screen is rotated clockwise (portrait view). When I launch the Ubuntu browser and move it to the rotated screen, it flips upside down. When I drag it back to the laptop screen, it flips to the proper orientation (right side up). Please see screenshot attached.

I am able to reproduce the issue with my laptop connected to an external display with a rotation applied.
