Toolbar for webapps intermittently empty

With the latest promoted image (#141), there is a regression in webapps: the toolbar initially comes up empty. While loading a page, the back button sometimes appears, but as soon as the page is fully loaded the toolbar is automatically hidden, and when manually revealing it it is empty again.

This bug doesn’t seem to affect the browser app, only the webapps container.

I’m suspecting that the empty toolbar we’re seeing is being displayed by the MainView on top of the custom Panel the webapps container defines.

Looks like this regression was introduced by the workaround for bug #1270848. If I revert this specific change (it’s a one-liner), the regression goes away.

I can confirm this is a bug in the UITK. I’m attaching a standalone QML example that highlights the issue: when using an Item inside a MainView together with a custom Panel, an empty toolbar is automatically added. Changing the Item to be a Page doesn’t exhibit this buggy behaviour.
