Bug Description
When browsing the web and turning the orientation of my phone (Galaxy Nexus), the swipe up toolbar is only accessible from the same bottom edge in a portait view. It does not switch to the bottom edge in the landscape view.

This is not specific to the web browser, it’s an issue in the shell itself. All other applications that support orientation changes and have a toolbar suffer from the same problem (see e.g. telephony app or notes app).
