webalizer can not show chinese in zh_CN.utf8 locale

Bug Description

In Chinese locale(zh_CN.utf8) webalizer can not show chinese in the html or the generated graph on gutsy and hardy.

The Chinese gettext catalog is actually encoded in BIG5 but is declared to be encoded in ISO-8859-1. (It's also incomplete and in Traditional Chinese/zh_TW only.)

For non-Debian releases of webalizer, where translations are compiled in, there are Simplified and Traditional Chinese support that are more complete. (But anyone have clues how to reuse that in a gettext format?)

Also, the TrueTypeFont config (another Debian addition) must be set for CJK text to be rendered in graphs. So graph rendering in Chinese won't work by default (it's unset), and not possible at all in upstream.
