web2ldap installation cause invalid apache2 config

Bug Description
After apt-get install web2ldap I got error message from apache:
Invalid command 'FcgidInitialEnv', perhaps misspelled or defined by a module not included in the server configuration
This is because of for some reason there is no dependency of web2ldap from libapache2-
After I install libapache2-
