Warzone 2100 needs to be updated to 3.1.2

Upstream released 3.1.2, and do not support 3.1.1 any longer.
To play online, you must have the latest verion (3.1.2) installed.

warzone 3.2.1 has been packaged for Ubuntu 17.04 Alpha. Ubuntu 17.04 will be released in April.
