Applets don't install their executables into your path. Right click on the GNOME panel and select "Add to Panel," select "Wallpaper Tray" and select add. The real issue here is that the description should be rewritten as it still reads: "This utility sits in your GNOME Panel Notification Area. It sets a random wallpaper from a list of directories either at login, on a regular basis or on demand. " The old man page added by Debian should probably be be updated tell users about this change. I'll prepare an update for Jaunty. Additionally I've recently been in contact with the Debian maintainer, I'll work with him to get these changes into Debian so this can become a sync for Karmic.
