Bug Description

Modifying dhclient.conf breaks upgrades because users will be faced with a conffile prompt. Non-interactive upgrades will not be able to address this issue.

I note that Debian policy warns against diverting conffiles. A proper fix would probably be to design a decent interaction with dhclient so that modifying its conffile is not necessary, or to have it provide a .d directory, or similar.
