Bug Description

Ubuntu 18.04 LTS with latest patches as of Oct 22, 2019.

Description: Ubuntu 18.04.3 LTS
Release: 18.04

Using ppa:graphics-drivers

packages libvulkan-dev:amd64=1.1.114.0-1~gpu18.04.1 and libvulkan-dev:i386=1.1.114.0-1~gpu18.04.1from PPA graphics-drivers do not have /usr/include/vulkan/vk_layer_dispatch_table.h necessary for compilation of some vulkan programs (e.g. https://github.com/DadSchoorse/vkBasalt). Also they have .so binary files (e.g. libVkLayer_core_validation.so) which should better belong to libvulkan1.

looks like upstream stopped shipping generated headers for whatever the reason

and looks like it's going to be provided by vulkan-validationlayers in the future and the one on the loader will be dropped

vulkan-validationlayers-dev ships them now, and the transition has already happened in the packaging, I just didn't remember it
