Python binding is missing definition for set_alternate_screen_scroll

Bug Description

Since vte-1:0.17.2-0ubuntu2, Ubuntu has been applying Heath Caldwell's patch to add an alternate_screen_scroll property / set_alternate_screen_scroll function. However, no definition was added to expose these to the python binding. Applications utilizing the python binding (like Terminator) are effectively stuck with alternate_screen_scroll=false. A patch adding a definition for the python bindings is attached. Tested against 1:0.20.0-0ubuntu1.
