Merge vsftpd from Debian unstable for oracular

A merge of vsftpd appears to be available presently.

Debian: 3.0.3-13
Ubuntu: 3.0.5-0ubuntu3

If it turns out this needs a sync rather than a merge, please change the tag 'needs-merge' to 'needs-sync', and (optionally) update the title as desired.
