vsftpd does not support non-ASCII (UTF8) characters

Bug Description

vsftpd does not support UTF-8 character on certain versions of Ubuntu/Debian:

On Ubuntu 14.04 the response to the FEAT command contains UTF8.
On Ubuntu 15.04, 15.10 and Debian 8 the response to the FEAT command does not contain UTF8 and the status message is:
'Status: Server does not support non-ASCII characters.'

On Ubuntu 15.10:
  vsftpd version number is 3.0.2-20ubuntu1

On Ubuntu 15.04:
  vsftpd version number is 3.0.2-18ubuntu1

On Ubuntu 14.04:
  vsftpd version number is 3.0.2-1ubuntu2.14.04.1

On Debian 8:
  vsftpd version number is 3.0.2-17

From the Debian people I got a hint:

After adding
  utf8_filesystem=YES
to the vsftpd.conf I got the UTF8 in response to the FEAT command! So, problem solved!

I consider it to be a kind of 'undocumented feature' since the setting is missing in the man-page.

Also I assume the default of this setting can be defined at compile time by the package maintainer.

In Fedora 23 utf8_filesystem=YES seems to be the default.

Howsoever, IMHO the core of the problem is the non up-to-date man page.
