vpnc directory & file permissions should be more restrictive

Bug Description

/etc/vpnc/ should be chmod 700
and
/etc/vpnc/default.conf should be chmod 600

Otherwise if you run vpnc without sudo you get a not so helpful error message like this:

    vpnc: Error binding to source port. Try '--local-port 0'
    Failed to bind to 0.0.0.0:500: Permission denied

After changing the permissions as I suggested, you get a more helpful error like this:

    vpnc: couldn't open `/etc/vpnc/default.conf': Permission denied

I'm running Linux Mint 17.1.
My vpnc version is: 0.5.3r512-2ubuntu1
