oggenc segfaults on raw audio input

Bug Description

To reproduce:

 1) sox /usr/share/sounds/alsa/Front_Center.wav foo.raw
 2) oggenc -r -C 1 -R 48000 foo.raw foo.ogg

you will get a short file and:

Segmentation fault (core dumped)
