change behavior on ubuntu with proxy apt

Bug Description

For the moment, when we add an apt-proxy, it will edit "/etc/apt/apt.conf".
This behaviour isn't good I think, use "apt.conf.d" is something better.

For example, we can use a script to move, or edit this file in particular if it exist.
