Thanks for reporting this bug.
This appears to be consistent with how vmbuilder was historically handled - i.e. you can't create a maverick vm using vmbuilder in lucid.
There may be a good reason for it, but I don't know what it is, in particular since this limitation does not seem to hold for debootstrap.
Marking this Triaged (as the fix should not be complicated) and Medium priority. The workaround is to use vmbuilder on a natty host.
