python-vm-builder-ec2 (universe) depends on package in multiverse (ec2-ami-utils)

Bug Description
Hi,
bug 284762 was about the ec2 plugin being split out because the
ec2-ami-utils package is in multiverse, but the vm-builder-ec2 package
stayed in universe, so the dependency is unsatisfiable without multiverse
enabled.
I believe the rules mean that the vm-builder source package should live
in multiverse, so you may wish to consider splitting out the ec2 plugin
in to a separate source package.
