Failure to create Ubuntu Intrepid Server Xen PV DomU via vmbuilder

Environment Ubuntu 8.10 Server (x86_64) with Ubuntu Desktop installed
via tasksel. Script build.sh to create Xen PV DomU per
http://www.howtoforge.com/creating-virtual-machines-for-xen-kvm-vmware-workstation-6-vmware-server-with-vmbuilder-on-ubuntu-8.10

I've attempted to load created PV DomU at Xen 3.3.1-RC4 CentOS 5.2 Dom0
Loading got stuck when attempted to lock /var/lib/dpkg

Thanks a lot for your bug report and help us make ubuntu better.

First remark: I see that you are not prefixing your command with sudo
and see at the end of your file the following warning:
"Sending to console "are you root ?" Did you log in as root"
This might be one problem.

Second remark:
"Loading got stuck when attempted to lock /var/lib/dpkg".
Were you running another package managemevnt tool or task when invoking
vmbuilder or was it just that you did not have the rights to lock it (cf
remark 1)

  status incomplete

If you answer to this bug, please mark the status back to "New" or if
you found your solution and feel that the bug is not really one", please
mark it as "invalid"

1. I logged in as root . Root login has been activated - no "sudo" required.
2. /var/lib/dpkg just doesn't exist on image files . That is a reason.

Report bellow clearly demonstrates , that image files haven' been built properly
