Bug Description

What I expect to happen:

Vlc to use hardware video decoding, this happended on ubuntu 22.04 on the same hardware and on the same files with avc codec.

What happened instead:

Vls use Renderer3D instead of video decoding as shown in the screnshot in the attachment.
