Bug Description

vlc -I dummy command not able to write to transcode output audio to mp3 file. Getting "avcodec encoder warning: cannot send one frame to encoder -22". Exact same command in 20.04 works. vlc debug attached.

Same problem persisted into 22.04. Case opened with VLC developers: https://code.videolan.org/videolan/vlc/-/issues/26919

Experiencing the same issue.

I've run the following command:
  $ cvlc -vvv pulse://alsa_output.pci-0000_07_00.3.iec958-stereo.monitor --no-sout-video --sout '#transcode{acodec=mp3,ab=128,channels=2}:std{access=http,dst=0.0.0.0:8888/pc.mp3}'

Platform:
- Kubuntu 22.04.1 LTS Linux 5.15.0-43-generic x86_64 GNU/Linux
- VLC media player 3.0.16 Vetinari (revision 3.0.13-8-g41878ff4f2)
- VLC version 3.0.16 Vetinari (3.0.13-8-g41878ff4f2)
- Pulseaudio 15.99.1

Appears to be an incompatibility problem with ffmpeg 4.4 (focal shipped with ffmpeg-4.2, and impish and newer updated to 4.4), which appears to have been fixed in VLC 3.0.17.4: https://code.videolan.org/videolan/vlc/-/issues/25851
