VLC won't load 2nd video

Bug Description

The first video I play works well in VLC.
When I close that window and attempt to load another video, nothing happens.
I open Ksysguard and it shows VLC still loaded.
If I "kill" VLC, then it loads and plays another video perfectly.
I've replicated this with AVI, MP4, and MKV files.

The part regarding "VLC still loaded" also happens in 19.10, vlc 3.0.8-2, though there is no problem opening subsequent videos.

Did you stop first video then close VLC window, or directly close VLC without stopping?

Sometimes I've stopped it and some times I just close the VLC window and
have to kill it in order to load another.
If I just click on another video file while the first one is loaded, it
will replace it and play in the same VLC window.

This issue only happens with some of my video files and the issue seems to be with VLC's "Hardware-acclerated decoding" setting. When that is set to either Automatic or VDPAU, those files always cause VLC to need to be killed. When set to Disabled or either of the VAAPI, VLC behaves correctly.

At this point, I'm not sure how to debug further. I can't get VLC to emit any useful messages. Some of the docs for other distros is saying VDPAU only works well with NVIDIA hardware. I don't have any, so I might purge those packages if they cause other problems.
