lubuntu 19.04 daily - media keys only working when vlc active (top-most window)

media keys (stop, next, prev, pause) are only working on this QA-test when the VLC window is 'active' (or upper-most/
If I select desktop (ie. click background), have qterminal, firefox, lximage-qt or another window active, only the MUTE button will work. It seems to work everywhere, but
I would expect the keys to work regardless of what application is 'active'
(it does on my installed 19.04 system on this box; though I'm usually using XFCE. I'll endeavor to confirm on my installed [but modified] system )

To me the significance of this bug for Lubuntu is that VLC is the only media program included by default & it wasn't working as I'd expect/hope; where as subsequent (x86) tests found [two] programs that did work as expected for music (allowing me to stop, pause, play, etc) whilst I worked in vim/pcmanfm-qt etc..
Alas - I get the same response with my installed 19.04 when choosing lubuntu/lxqt as my desktop and using my usual mp3 player audacious
