Audio hanging, video frames skiped when playing MPEG PES streams

Bug Description

After updating to 18.04 from 16.04 vlc stopped playing MPEG-PES (movies recorded with linvdr and a Hauppauge FF DVB-S card and a Technisat SkyStar 2 card)

Video audio frames are dropped. The result is unusable.

MPEG-TS is played correctly.
