When downloading content VLC Player checks if a file in the specified location already exists with the same name after it has created the header file in that location with the same name

Bug Description
Steps to reproduce:
1. Open VLC Player
2. Go "Media > Convert / Save ..." and then to the "Network" tab
3. Enter a URL into the URL field and press "Convert / Save"
4. Set "Destination file" to the location of the output file (make sure that a file with the same name does not exist in the location you choose) and press "Start"
After you have followed the steps above you should have noticed that even though the file name in the location you gave definitely did not exist, it is telling you that it does already exist there and it wants to know if you want to override it or not. If you want to download the file, you should say that you do. However for many this may be very confusing as they know that there is not a file there with that name, yet VLC Player says there is one.
And this appears to be caused because when the "Start" button is pressed it checks to see if a file with the same name already exists after it creates the header file with the name in that location, really it should check afterwards if that is the problem.
