vlan_1.9-3.2ubuntu1.16.04.3_amd64 update deletes all interfaces except lo

Bug Description

Ran apt-get dist-upgrade this morning. The vlan package was updated to vlan_1.9-3.2ubuntu1.16.04.3_amd64. Rebooted and now /sys/class/net contains only the lo device. My 16.04 server is now cut off from my network.
