Virtualbox no usb devices

Bug Description

With virtualbox 6.1 on 20.04 (Whether from repos, or from oracle) usb devices are not recognized by a user who has been added to vboxusers group.

I noticed the ubuntu package does not create udev rules file, but oracle package does, yet they both have the same behavior anyway, and do not seem to change permissions on newly added usb devices, nor create the device files with vboxuser group permissions.

Running as root allows access to usb devices, so it seems to be a permissions issue.
