Unable to install virtualbox-guest-x11 on 18.04.2 LTS with HWE

Steps to reproduce:
1. Install Ubuntu 18.04 LTS
2. Install HWE into it
3. Try to install virtualbox-guest-x11 package

Expected result:
* virtualbox-guest-x11 is installed

Actual results:
* virtualbox-guest-x11 is not installed, show errors:

$ sudo apt install virtualbox-guest-x11

This makes no much sense to me...
there is a special virtualbox-guest-x11-hwe for this (it might require a rebuild if they pushed a new xorg in bionic)

Same problem. Clean install of Ubuntu Mate 18.04.2. Installed virtualbox-guest-dkms-hwe and virtualbox-guest-utils-hwe OK. When I tried to install virtualbox-guest-x11-hwe this failed, log attached.
