shutdown and reboot/restart didn't work after updating Ubuntu to Ubuntu 20.04.1 LTS

Bug Description

Hi Ubuntu Team,

after updating Ubuntu to 20.04.1 LTS I could not restart and shutdown Ubuntu.
I was expecting to get restart after updating.
Also I got some error during the installations. Please, have a look.

also I tried to go to non GUI interface. I did log in, then sudo reboot, and that didn't work ether. It stacked. So I had to do ctrl+alt+del. It took time to do restart(10-15 min), but it did.
