libvirt: toolbar buttons are too big for 1024x768 monitor

Bug Description
The toolbar buttons in virt-manager are too big for a 1024x768 monitor to run an 800x600 guest. This is probably a fairly common configuration, and presents a usability problem. While you can uncheck 'Toolbar', virt-manager does not remember that you unchecked it, and there doesn't seem to be a way to set a default for the toolbar.
