Clipboard / Inputs sometime stop working/freeze when copy/paste plain text between Kubuntu host and Kubuntu QEMU VM

Bug Description

Dear Canonical / Ubuntu team,

I'd like to report a bug that I found during Ubuntu Testing Week in Kubuntu.

I have a problem that you can easily reproduce like this:

Prepare:
----------
* Download 21.04 Kubuntu ISO (I downloaded it on 2021-04-07 and the ISO had date 2021-03-31)
* Install (or run live)
* Install QEMU and virt-manager
* Install another Kubuntu as a VM
* Make sure that spice-vdagent in the VM is installed and that spice service is running
* Copy paste text between VM and host to make sure Spice is working

Reproduce bug:
----------
* Start copying and pasting Ctrl+c/Ctrl+v small amount of plain text - I just tried Konsole and Kate
* After some number of trials your keyboard on host system will hang for approx 30 seconds - you can't paste or type anything for approx. 30 seconds
* This will happen even when you're copying within Kate on the host (not just between VM and host)

Workaround:
----------
* Close virt-manager (not very good workaround since then you can't use the VM)
