FYI - General cloud init support was merged but not yet released
I asked upstream about status and intentions to use that for the new installer at https://www.redhat.com/archives/virt-tools-list/2020-May/msg00044.html

Andreas was so kind to outline why "support cloud-images" can't be the only/full replacement of the new installer support. Removing the upstream bug reference...
