creating a new VM defaults to Spice graphics interface but the required client s/w is not installed failing VM init

Bug Description
When creating a VM the default video "connection" type is Spice this triggers the machine to create to fail with the error below:

Switching to VNC fixes this.
We should be defaulting to something installed.
