vino's server is *very* heavy on both CPU and network usage

Bug Description

I am viewing my GNOME desktop remotely using vino.

It is constantly using around 40-50% of my 2.2GHz Intel P4 CPU, and causing something like 750 kbytes of network traffic per second! (470k upload, 280k download).

The display is pretty much static, other than a few little graphs at the top of the screen. There's nothing going on which could account for such huge CPU and network loads.

I just switched to "x11vnc" to see how it compares.

It uses less than 1% of my CPU and around 5 kbytes of network traffic per second (1k upload, 4k download).

This is quite different from vino! In both cases the screen was the same - a static, full-screen Firefox with a flashing cursor and 4 small graphs in the top panel.
