ruby bindings are disabled

This was done at a time when the necessary build-depends were not in main, but this is no longer the case, so the change should be reverted.

vim (1:6.4-006+2ubuntu2) dapper; urgency=low

* Reenable vim-ruby since we can now build it in main.
