FTBFS: complications because libc6-dev has time.h and sys/time.h

Bug Description

vim fails to build in breezy-autotest, whith compile errors (lack of decls for
nanosleep), because it chooses to include <sys/time,h> and not include <time.h>.

While ultimately a vim bug, this is pretty libc6-dev-involving....

I can't duplicate this with an up-to-date breezy. I see from the build log that
my libc6-dev is
a little bit newer than your, can you retry with a newer libc6-dev?
