vimdiff confuses lines

Bug Description
I try to see diff of two files in my Ubuntu 20.04.
$ vimdiff outlog_
The diff matches wrong lines and highlights them strangely..
Reproducible with removed ~/.vimrc and ~/.vim.
$ vim --version
