It would be nice if someone could update the Vim package and fix this issue. Patch 1476 fixes this bug, and it was broken in patch 1449, which is just a little bit before the patch the Bionic package uses.

I've been getting bug reports for 5 months because a broken Vim patch was pulled into Debian. It would be nice if someone could update the package.

Please update the package! It breaks vim for ale users, which surely make up a significant percentage of serious users.

Further to comment #3:

Ubuntu 18.04 (bionic) reached end-of-standard-support on May 31, 2023.

All currently supported releases as of today's date, that is focal and later, include this patch so I'm closing this bug report as being fixed.
