Filetype not set on git commit in submodules

Bug Description

When commiting (and other operations) in a git submodule, vim does not set the correct filetype as is expected, which is very annoying.

The file "filetype.vim" would need a change, then. However, the guys at vim (in this case Bram Moolenaar) already fixed this in a more recent version of the file "filetype.vim".

I suggest that this file is updated in the ubuntu vim package: https://code.google.com/p/vim/source/browse/runtime/filetype.vim (version when reporting this bug: 2013-06-24). However, unrelated changes are introduced in the updated file!

A diff of the current ubuntu version of the file and the one of 2013-06-24 is attached.
