When theres no roms vice appears to do nothing

Bug Description
Binary package hint: vice
Starting x64 from the Ubuntu menus does nothing when you have no roms. This gives the appearance that the program is broken and not just missing the rom.
Is there any way the README.ROMs file could shown if the when they are missing?

As I was bored this afternoon...
One possible solution attached. Might not be the best way as it uses gedit which may not be installed on some systems.
