sleep 15 in runvdr if not required

Bug Description

In the startup script runvdr in the function load_dvb_modules there is a "sleep 15" which is executed in any case. Even if my system does not need any dvb driver in kernel space. In my case for example I have a sundtek userspace driver.
This 15 seconds sleep timeout could safely removed if no dvb modules is required to start.

Currently there is a fallback module (dvb_ttpci) which is loaded if no other is found/required. This should not be neccassary also.
