Remove vala-0.26

Bug Description

AFAICS there are no depends or build-depends on -0.26 any more. It's superseded by 0.28 which is now in main. Let's remove it.

(valac is provided by both 26 and 28)

Looks like this has been removed from newer releases now (https://launchpad.net/ubuntu/+source/vala-0.26/+publishinghistory).

I'm not familiar with the procedure for removal bugs, but it might be possible to mark this issue as resolved.
