vagrant plugins install to bad directory

Installation of Vagrant plugins via the native `vagrant plugin install` is broken in the `dfsg1-1` package due to the following patch. The patch has since been reverted in the latest Debian package for Vagrant 1.4. It would be great to get an updated package with working plugin installation into Ubuntu 14.10.
