vacation doesn't add recommended rfc3834 headers

Bug Description

RFC 3834 recommends the use of appropriate Precedence and Auto-submitted headers for programs that automatically respond to email. While the debian/ubuntu version of vacation looks for both these headers (at least as of 3.3.1), it generates neither of them, leading to unnecessary processing for other mail systems as well as spurious responses to the vacation auto message. This feature was asked for in the same bug report that led to the check for the Auto-submitted header, but appears to have been overlooked (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=496916).

This bug effects all supported versions of Ubuntu (including Jammy Jellyfish).

The provided patch was made against vacation-3.3.3
