Can't scroll

Running v4l2ucp on Ubuntu 11.10, there is no scroll bar, the mouse wheel doesn't work for scrolling, and it is impossible to scroll down. It doesn't matter whether I'm using the Unity interface or gnome-panel fallback mode. I tried uninstalling the overlay-scrollbar packages and logging back in, but there's still no scrollbar.
