Bug Description

1. I suppose Ubuntu Minimal CD 12.04.
2. -
3. After apt-get update, upgrade and dist-upgrade, normal installation of v4l-utils.

What's the output of
apt-cache policy libv4l-0
and
apt-cache policy v4l-utils
?

It looks like your v4l-utils candiate is from precise and libv4l-0 is from precise-updates:
