cfdisk does not reports if partitiontable could not be written

Bug Description

Binary package hint: util-linux

i somehow blocked the drive i wanted to change the partitiontable on.
fdisk warned about changes will be available after next reboot, cfdisk just quit as normal.

cfdisk should warn too!!

i was very confused why my changes were ok in cfdisk and fdisk, but the new partition unknown to the kernel. so i redid it with the 'true' fdisk, and upon writing the partitiontable to disk i got the attached warning. so i could solve the problem quickly.

fdisk told me on 'w':

Command (m for help): w
The partition table has been altered!

Calling ioctl() to re-read partition table.

WARNING: Re-reading the partition table failed with error 16: Device or resource busy.
The kernel still uses the old table.
The new table will be used at the next reboot.
Syncing disks.
